Some trees develop a natural, permanent lean over years or decades as they grow toward available light — the root system compensates for it gradually over that same stretch of time, and it's usually stable. A NEW lean, especially one that appeared suddenly or showed up after wind or heavy rain, is a different situation entirely, and it's often tied to a root system that's actively failing rather than one that's had time to adjust.
A longstanding lean the tree has structurally adapted to over years is a fundamentally different case from a root system that's actively failing — the second can progress from "leaning" to "down" without much additional warning. Trees on saturated or recently disturbed soil, whether from nearby construction, trenching, or just a stretch of heavy rain, are the most common cases of a sudden new lean.
We start by figuring out whether a lean is longstanding or new, then check the root plate and surrounding soil condition. Cabling or bracing is sometimes a real option when the root system is still largely intact and the tree is otherwise healthy; once the root plate has visibly lifted, removal is usually the safer call.
